When the Tribunal released the Stage 1 Report for the Te Paparahi o Te Raki (Northland) inquiry, it initialised a seismic shift in the constitutional landscape of Aotearoa. On Page 153, the report synthesises the evidence of our rangatira, confirming that in 1840, they did not surrender their mana to the British Crown.
