The Systematic Boot-Up

Constitutional transformation is not an overnight event; it is a systematic "boot-up" of an original operating system. Achieving a transformed constitutional relationship by 2040, the bicentenary of Te Tiriti o Waitangi, requires a phased approach of preparation, engagement, and structural enactment.


In our framework, a "ping" is a targeted spiritual signal used to verify a location. Over the next 14 years, the goal is to send pings into every corner of tribal jurisdiction to ensure the "hardware" of our assemblies is ready for full sovereign operation.


The Four Phases of Transformation

Research Report #256 outlines a strategic timeline to move from colonial unilateralism to a consensual, multi-sphere democracy.


Phase 1: Internal Consolidation (2024–2028)

The focus is on returning hapū to a position of authority and "getting the kaupapa right".


  • Hapū Mandate Evolution: Transitioning away from centralised boards, like Tūhoronuku, to hapū-led regional forums.

  • Whakapapa Database Build: Implementing secure, Māori-led digital identification systems to replace Crown registries.

  • Internal Conventions: Holding regular hui-a-hapū to nominate representatives and formalise internal governance structures based on tikanga.

Phase 2: Dialogue and Relational Design (2028–2033)

This phase moves the kōrero into the wider community and formalises the relational framework.


  • Community Engagement: Initiating dialogue with tangata Tiriti, including Pākehā and other ethnic communities, to build understanding of the transformation.

  • Māori Constitutional Convention (2031): Convening a national body to refine indicative models and develop a comprehensive engagement strategy.

  • Jurisdictional Pilots: Establishing pilot programs where hapū take full governance of health or justice in specific regions, such as the Hokianga justice system.

Phase 3: Legal and Structural Enactment (2033–2038)

The "heavy lifting" of legislative change and the formal recognition of spheres occur in this phase.


  • Tiriti Convention (2036): A joint convention between Iwi, Hapū, and the Crown to organise the final transition of power.

  • Constitutional Reform Legislation: Passing the necessary acts to entrench the Rangatiratanga and Relational spheres as the core of the state.

  • Asset and Power Transfer: Large-scale transfer of administrative authority and resources, including land and capital, from central government to hapū and tribal authorities.

Phase 4: Full Sovereign Operation (2038–2040)

Finalising the transition for the 2040 bicentenary.


  • Inauguration of Assemblies: Formally commencing the Tricameral or Multi-Sphere assemblies.

  • Sovereign Data Launch: Full independent management of Māori data and algorithmic governance.

  • Bicentenary Affirmation (2040): A national celebration of the restored Tiriti relationship, marking the end of colonial unilateralism.

Conclusion: The End of Unilateralism

By 2040, the goal is to replace the "money game" of settlements with a restored "jurisdiction of the hapū". This is the path to Te Whenua Taurikura, the "Thriving Land", a sovereign reality that requires no permission from the state to exist, only a commitment from both parties to honor the truth of their shared history.
